leds scheme:

   both leds blink together at reset

   led1 - blinks on fault (over voltage)
          if it stays on, then the supply should be reversed because
	  the supply is always on.
   led2 - blinks every second when operational in peak power mode
          stays on, then regulation has been achieved (or battery charged)
